Easy answer.

First thing first: Throw away the idea of a "comic book movie" or "superhero" movie. Toss it now. Doesn't belong.

Next, recognize was DOES work.

The Dark Knight is a CRIME NOIR film that just happened to star Batman.

The Winter Soldier was a POLITICAL THRILLER that just happened to star Captain America.

Iron Man 3 was a MAN ON THE RUN THRILLER that just happened to star Iron Man.

Guardians of the Galaxy...? Romping fun SPACE OPERA that just happen to star Star Lord and company.

So, DCCU, it's clear, the solution.

Stop trying to make SUPERHERO films, and start making GENRE films using the PERFECT accessories called "characters and concepts we own".

Another hint (when one is focused on who and not what)-- how many spin off films has Harry Potter spawned, and how long did that take...? I'm not asking how many Harry Potter films there are, I'm asking how many OTHER characters got films out of the deal...?

Where is the Adventures of Hermione..? Sirius...? Dumbledore...? Why was there no interest in following the Tales of Hagrid...?

Successful series, yes...? But failed to spawn ANY real direct offspring to further the intensive world created.

Also, recognition of what exactly the DCCU has at their fingertips would be a cool sobriety test for the executives... because the Justice League is blatantly the modern version of the Greek Gods, and should be telling stories of THAT scope and nature (mythic/epic).
