Evil villains that really don't have much of a plan?

I'm not talking bad writing, I'm more talking plans that involve just being evil then taking over the world, then they realise they forgot to make an endgame so they end up not knowing what to do.

The only ones I could think of is cartoons. The Ice King in Adventure Time but Ice King wasn't originally evil, his crown made him go mad. However he always has these half baked plans to kidnapped princesses and then either forgets or gets foiled by Finn/Jake.
