There's no evidence this happened. That is other than unverified instagram and facebook posts.

Not that tens of thousands of children have not been blown up or had limbs blown off.

@LordShadowfire I'm sure it occurred to you that this is a report from July 2016, and it does NOT document exploding toys at the time. It mentions a child getting severely hurt by unexploded ordinance, in 2015.

Tell you what, though. What I'm mostly finding as I tried to confirm the story is some question as to whether the illegal cluster bombs they've been using might resemble a toy to a child. So we'll call that unproven for now.

Anything can look like a toy to a kid. Separate the propaganda from reality.
