I completely get it. With me, it’s not that I don’t talk. I do talk but the stuff I say is so ridiculous later I wish I’d just stayed quiet.

For the guest of your parents, if you want them to hear you, you walk up to them, so that you are face to face with with them, smile and greet them. The neighbor is more casual and there's no need to be so formal. A smile and an acknowledging nod is fine.
