I think it depends on the context, the character and depth of the individuals involved, and if the context is the breakup of a romantic relationship, then also which party is actually saying it (the person ending things or the other person)
But absolutely it can be true, intensely true at the time it is said, intensely felt years after saying it
I cannot fathom why anyone would ever say it to somehow soften the blow of ending a romantic relationship, especially if the relationship had been of a depth and length where the recipient of the news would easily know how sincere the person uttering it would be about anything, even if it is meant sincerely it's not going to soften anything
