At what point do you let someone touch your privates?

Let's presume it's for sex or sex-related purposes (like massages as portrayed in porn that always lead to happy endings) etc.

Not medical purposes or anything else.

On the flipside, do you expect someone to touch your privates at a certain point and if that doesn't happen do you either take action to fulfil that desire or lose interest and consider the situation ruined?
