That's just it. No. He doesn't know. Or else he's refusing to see what you want him to see. You did stop to answer him and that was a mistake. He obviously thinks you're either weak or that you'll give in. He's still thinking there's wiggle room there. You shouldn't have stopped to talk but just maybe give a half-smile as to not appear rude, then go on. He's not believing you and he doesn't find you believable. He's not understanding that you mean what you say, so there's a weak point somewhere. He needs to understand that you mean what you say and things won't change. Or he could be just hoping that you'll change your mind but that also means he sees there's a chance there.

You said he always acts shocked to run into you. That could mean he's watching you and waits for you to leave so he can follow you or you keep showing up at places where you know he could be. Don't be so predictable. Cut the cord and don't take calls and that means no contact at all in any way shape or form.
