What does 'Make Love' mean?

How do you 'make' Love? Isn't it there or not on it's own? Is it made with a special tool or something?

Its a socially acceptable euphemism for sex. Its used alot in childrens "where do babies come from?" Books with cartoons with the big red hearts above the peoples heads while they are in bed, because the word sugarcoats the idea of children only being conceived out of love and supports the mindset of people only having sex when they love each other.
