Is this right, or am I wrong?

I saw a girl of about 14(?) in the theatre on Saturday. She was small, very pretty and wearing a very short clingy "microdress" that barely covered her rear. In a major city, late at night, it just screams "potential rape" to me. I know that's wrong and she should be able to wear whatever, but I do wonder where her parents were to educate her.
Have I got this wrong?

If she wants to dress that way and get attention, I don’t necessarily think it’s a bad thing. Having said that, I would hope she was with a group of friends or family and not alone, because of the potential there for danger.
