Is this right, or am I wrong?

I saw a girl of about 14(?) in the theatre on Saturday. She was small, very pretty and wearing a very short clingy "microdress" that barely covered her rear. In a major city, late at night, it just screams "potential rape" to me. I know that's wrong and she should be able to wear whatever, but I do wonder where her parents were to educate her.
Have I got this wrong?

Rape is wrong but I'd say decent dress would be appropriate in most occasion.

This bugs me why women or girls have to dress revealing too much instead of men/boys?
It's like become obligation for females to show their bodies to attract men.
It's not wrong but the time and place is not always right.
If want to show some skin, at least show at right place. For example, at the beach or swimming place.

Maybe I am prude but I am not seeking attention either. I know revealing too much skin will have unwanted attraction.
I never ever see men dress in revealing way to attract females. Mostly wearing suits.

What is too much? Too much for what? Why should a woman be censured for revealing a bit of skin? Is a bit of thigh too much, a knee, an ankle, toes? All of those have been regarded as too much for polite society at some time or another, generally by men (and some women) who wish to control not only women's dress but also the rest of their lives.

@ninalanyon I think certain parts need to be covered. If not thighs, at least around genital area and chest area.
It's about dress code ma'am/sir. I don't think it would be appropriate if you dress revealing at someone's funeral. There is certain rules and places or events where dress code is necessary. And please abide other people's rule without offending them.

Please don't just quote one or two phrase of my words just to start argument. You already dismissed my main point there.
