What part of the world are you in that's flooding?

@Justafantasy I don't really want to disclose my location but in front of my house is a curved tilted road. The road accumulates rain water so I can't go out(don't even know if there's a drainage system there). I also live near 2 rivers so if it rains heavily the whole town would be mostly flooded.
