Well it's more incompetence, because justice has EVENTUALLY been served in all of these places. But not before unimaginable damage has been done to thousands upon thousands of teenage girls! Well, psychologicaly, socially, politically, women are mutilated in all KINDS of ways. It could be any NUMBER of things.
