Yeah it's unacceptable. If an older man walked over to a 14 year old girl in the mall and started 'chatting her up' nobody would say.. 'Hey, it's the mall... You get all sorts of people here'.... ...'maybe you shouldn't come to the mall!' -
We can all understand that the anonymity that the Internet affords people, allows them to behave outside societal norms with impunity. It doesn't make it ok and it doesn't mean that young people should accept it. BLOCK and REPORT these people. Be safe. And... Yes, be angry. It's your right!
