Ive read that a few times and im still confused....I wonder how many people voted on that when they had no idea which way they were voting.... lol

@Baremine With the amount of citizens with poor literacy skills it would be very confusing.
I have great trouble understanding it. Very deliberate - legalese style.
Purely to confuse people so they may in fact vote the wrong way.
