What makes a person truly evil? Are they born that way or did their environment make them that way?

Many are a product of the environment they were brought up in.
Parents with deficiencies of their own. Both mentally and emotionally.
Some had other experiences. Maybe suffered violence or sexual abuse that meant their understanding of normal and abnormal behaviour is more extreme from the norm.
Some may feel they have no control of themselves. Or more likely, believe they are being controlled by something, someone else.
Then you get 'functioning psychotics.'
People who don't need reminding to do the normal things in life. But have an extreme liking/hatred for a certain type of person or group and develop irrational reasoning for it.

@Neena: There's an expression that goes.....It takes a village to raise a man.
I think this is largely true.
Unfortunately, folk are often ostracised by some of their peers for whatever reason.
This leads them to retreat into worlds of their own and the result of that can often have tragic consequences.
One thinks of many of the American school shootings for example.
Sad thing is those things occur with such horrible regularity. Yet America is neither interested in curbing it's guns nor those who want to own them. Nor do they want to shrink the sizes of their schools. And so they go round and round.
