Honestly is there ever a right moment to say what needs to be said? Trying to spare those it might hurt or feel uneasy when you speak those words is admirable. But for the sake of your sanity it's probably better just say whatever is on your mind.

Don't approach it like it's a "joke". That might seem obvious to you but many people circle around towards a bit of humor ....It also sounds as if you don't really want feed back from your announcement. So a very simple direct approach probably works best...
