Can you all explain why if a person fails in something, he is blamed or said to make excuses even if there are external reasons too?

So I will give 2 examples of my life situations here. So during my undergraduate years which was in Electronics Engineering, I ended up getting 9-10 backlogs(failed in 9-10 subjects). Yeah I failed in 4 subjects during 2nd year, 3 in 3rd year and 2 in final year. Yeah I know I failed but there there were also external reasons behind those backlogs. Our engineering college and syllabus was affiliated under VTU(Visvesvaraya Technological University which is a public State University in Karnataka of India) which was vast and heavy especially in electronics engineering which was hard honestly, plus our college as in Kanakapura road which was at outskirts of our city Bangalore in India and over 40 km away from our home so I had to do long commutes which was frustrating and had to face the infamous Bangalore traffic jams especially in this junction named Silk Board so that made many of my studies evaporate from the brain before going for exam due to the stress and also Covid pandemic means many of the classes were online too and I couldn't understand many of the topics so that's another reason why I ended up failing in exams. I wasnt able to memorize the topics and most were theoretical.

It was so hard. Online classes aren't the same as offline so yeah I had a hard time studying and every topics would evaporate from my brain and the Electronics subjects were tough and hard. So yeah these were also reasons why I failed but somehow people think I made excuses even though it was also because of the vast VTU curriculum, how tough some of the Electronics engineering subjects were, the long commutes, the Covid pandemic and the online classes were. Same with the job search too. People think I make excuses that I am 25 and searching for a job for over a year and done with MBA several months ago but there are also external factors as well like how hard the job market is especially in India even in a major city like Bangalore for entry level roles especially in Business Analytics and several streams, the immense competition, the ATS filtering resumes, hiring freeze, ghosting which is not in my control etc. It's just hard to get an entry level job off-campus. I am trying, applying regularly, attending interviews, asking friends to help and network but still facing ghosting and all. But there are also factors like hiring freeze, less vacancy, lots of job seekers increasing competition, a tough job market and many more yet I am still blamed or seen as making excuses. Why?
