how come security guards can't use their guns or handcuffs?

The only security guard whom I ever knew personally had a severe emotional problem. If he didn't take his meds, he actually thought he was Jesus. True, I doubt if his "Jesus persona" would shoot anybody, but I still didn't like the idea of his carrying a firearm.
