Legally it was stealing so yes either the mother, the original father, or the government/state that required the payments of him, should be paying it back.
It’s the same as arresting a person for a crime and then finding out someone else was the actual perpetrator. You make up for the wrongs done to the affected party involved.

But would you really regret helping raise a child? Idk, I'd see it as a donation to a kid. And plus I'd probably consider the child as my own already. So it is my child, regardless of genes and manipulation from the mother. The mother should pay you not the child.

Should be a federal mandate on this test at least. Especially now with insane immigration issues.
Child birth they have made a state issue. Even arresting US citizens from out of state with real ID with social security cards.

I may be wrong, but I dont think there's been legislation to that effect in most justice systems the world over, just yet.
I think they usually are made to pay back if it's proven that they were paying for a child that isn't theirs.
