So is it 'expected' of a woman to through a 'hoe phase' or 'party phase' in her transition to full adulthood?

I never heard of the term until I'd been single for ages and I still don't fully get why women would feel the need to and/or want to have such a 'phase'. Can anyone properly explain what the 'hoe phase' or 'party phase' for a woman is?

Do men have anything similar?

It seems to me to be a modern phenomenon for certain women in this day and age. They will insist that their past behavior and choices are none of your business. They will say you cannot judge a woman for her choices in the past. Only the present is what matters. Who she is NOW, is not related to her choices and behavior in the past.

To me, it comes across as an excuse for risky behavior and poor decision-making. Perhaps a "pass" for previous bad behavior.

As a man and behaviorist, I can say that past behavior is the strongest indicator of present and future behavior. The more a woman sleeps around and cheats, the more likely she will continue to do so in the future.

Men used to get a pass for this type of behavior, it was referred to as "sowing your oats" back in the day. I think only certain men get a pass for this in this day and age.
