Not at all. Hard working people in regular day jobs can still be poor. Hard working fully qualified nurses tend to remain poor all of their careers because nursing is a vocational job. As is teaching, being a police officer, being a fire fighter, paramedic.

A married couple where one is a nurse and the other is a teacher could both be considered poor even though they both work full time.
