I don't get it

Every so often I see a video about the migrant population coming to the United States. I seen this video about new York they just don't know what to do with these people at all. Moving them from one hotel to another isn't really a long term plan. I seen they got that tent city idea. That won't last long with winter coming before to long. I don't know how can these people even afford rent with how much rent cost in new York.
