What are your feelings on someone that's constantly late?

So we made plans yesterday.
He was going to arrive at 11am because the food were cooking takes a while to prepare and cook. I even tried to get a head start on it by seasoning it the night before to marinate.
Anyways he got some good news and decided to go out to celebrate.
I'm not a scrooge if that's what you want to do fine.

Anyways it's now 2. 15pm and he's still not here!

He's called asking me if I want food. But why do I need to make all the decisions when, whenever I make decisions he still does what he wants to do!

I'm pissed off!

I tell these people that the event is 30-45 minutes earlier than it actually is. Sometimes I tell them it's an hour earlier. You shouldn't have to do that but it's a useful thing to do if you're dealing with someone who tends to always run late.

Like the others are saying....it's a sign of disregard for your time and it's disrespectful.
