What are your feelings on someone that's constantly late?

So we made plans yesterday.
He was going to arrive at 11am because the food were cooking takes a while to prepare and cook. I even tried to get a head start on it by seasoning it the night before to marinate.
Anyways he got some good news and decided to go out to celebrate.
I'm not a scrooge if that's what you want to do fine.

Anyways it's now 2. 15pm and he's still not here!

He's called asking me if I want food. But why do I need to make all the decisions when, whenever I make decisions he still does what he wants to do!

I'm pissed off!

It depends on what kind of person they are overall and how it affects me personally but I don't like it. If it happens regularly, they are clearly unreliable.

@CrazyMusicLover he regularly goes out drinking til all hours, but he has a job so he has managed to keep that.
I just have a massive issue with poor time keeping due to my mum and her disrespectful behaviour. It's constant and sometimes she turns up 3 hours late and no call.
