New Zealand attack

High Court judge ruled that preparing a terrorist attack was not in itself an offence under New Zealand legislation.
The guy was being tailed by Officers constantly but still attacked injured 6 people.
Disgraceful situation where this sort of atrocity is enabled by authorities.
Politicians need to be held accountable.
Why is preparing for a terrorist attack not a crime?
Because Parliament has not Legislated that it be so.
