What is an assured way to affect a totalitarian regime without risk of civil war?

CoVid19..... Biological warfare waged on an unsuspecting world of people kept busy doing nothing, unable to meet anywhere but cyber space to discuss something so quickly out of their control, or redress!

I admit, I have this sort of thought living in the back of my mind.

However we humans like things to be in control. Even the thought of people with evil intentions doing this on purpose with a plan is more comforting to us than the knowledge that this pandemic is something we can't control.
