Do we seem to pick and choose which self destructive behaviors to regulate?

You have to wear a seatbelt in a car but you don't have to wear a helmet on a motorcycle. You can smoke tobacco and drink alcohol but can't smoke pot. Possessing cocaine will get you a prison sentence but having a prescription of an opioid will get you treatment. Hiring a prostitute is illegal but a one night stand isn't. Having an automatic weopon is illegal but having seventy loaded hand guns is ok. What did i miss?

there is history, bias, politics, culture etc. behind each of these behaviours. Which get regulate when (public pressure on politicians), regulating dangerous behaviour to control harm (why many countries are now relaxing drug laws/ prostitution); racism (why alcohol is allowed but other substances aren't)... you'd need to look at each individually through a number of lenses
