there is history, bias, politics, culture etc. behind each of these behaviours. Which get regulate when (public pressure on politicians), regulating dangerous behaviour to control harm (why many countries are now relaxing drug laws/ prostitution); racism (why alcohol is allowed but other substances aren't)... you'd need to look at each individually through a number of lenses
Priorities are crazy. Tobacco kills more people each year than all the illegal drugs combined, and alcohol is 'domestic violence' in a bottle. It always boils down to money and demand. There is very little altruism involved in regulation, and incarceration is an industry now. You can buy stock in it. It doesn't bode well for the future.

well u do need to wear a helmet on a motorcycle - i'm for legalizing pot but some see it as only as an medical aid, same with opioids but each country, each area has their own laws, laws in place for a reason!

Different laws in different countries. Here helmets are required for motorcycle riders. Our highway workers like having buckets attached when they're scraping up the roadkill.
