Following on from the single-use plastics warpath now the new front is single-use rubber ...

People are proposing to ban inflatable rubber balloons.

My question related to this is if we're going to ban single-use 'rubbers' does that mean condoms have to be banned as well? 8-)

And tyres for vehicles - they're also 'single use rubbers'.

Well, condoms and rubber balloons aren't the same thing. And they're not disposed of in the same way which is the main issue. And tire rubber is not "single use." And in some states, like mine, they have to be recycled.
