First infraction: $500 fine
Second: $1,000 and 10 days in jail
keeps doubling from that point on
There are many ways to avail yourself of freedom of speech.
But blocking traffic and disrupting someone else's life, making them fear for their safety or delaying ambulances and fire trucks and other emergency vehicles is just as bad as yelling "fire" in a dark theater.

There's nothing to stop them from protesting on a public sidewalk without blocking others to businesses. Nothing to stop them from launching a website or writing letters to the editor, calling radio talk shows (or starting their own), writing to elected officials, handing out literature, etc., etc., etc.
