The rhetoric you speak of is extreme and not the norm. The extreme is highlighted specifically to give you the idea that these things are a bigger deal than they actually are.
Highlighting the bad to give the impression of it being the norm is an age old tactic of political discourse.

@JaggedLittlePill Most people are decent and do look at how others are treated and do help them in whichever way they can within their own communities. The idiots we do hear about are actually a very, very small minority, BUT, they are also the ones we constantly hear about, making the problem appear much larger than it really is, yet we are ALL blamed for it.

@JaggedLittlePill That is not a justification, that is an excuse, most people are aware of the situations and try to help in whichever way they can, within their own communities. However, they resent being said they are the problem every time they turn around when they really are not. We are already aware.
