Im being harrassed. Any advice?

I have been experiancing a huge amount of harrassment by a neighbor. Its really got out of control. Most people would say "Just call the cops and report him." Im not much of a cop caller, I dont really put myslelf in situations where I need to get the police involved. Where Im from, we handle things on our own if its that big of an issue. However, it has gotten to the point a couple times where I would have called and reported him but thats actually what makes this promblem 100x worse, this man actually works for the local Sheriffs Department so Im afraid that would only make things worse. I live out in the country now, about 50 mins outside the St Louis County line, so they are not 100% LGBTQ friendly out here, dont get me wrong most of them are just fine and in the 12 years Ive lived here, this is the first encounter I have had tho, I have heard some stories. The next part is without a doubt an issue if I decided to report him. I have no idea who this guy is, what he looks likeis or even where he lives exactly. It all began as a fluke really, one day i just happen to mute my TV to answer my phone and when I did I could hear a man outside yelling. it was not very loud - like he was far away but I could hear what he was saying very clearly. it was the weirdest thing I had ever experianced, I literally thought i was going crazy the first few times it happened but sure enough one day a Police Cruiser drove passed my house and the siren came on, it was a very loud siren and it shut off right after it passed my driveway and where i live, there has never been a cop on my street let alone one that drives by doing this. One night we was literally yelling "We dont want you here!!!! You need to move!!!" Ill be sitting outside or working in my yard and all the sudden in the distance you can here this man yelling. Hes been promising for like 3 months that if i find out who he is, he will "ruin my life". Im at the point where im willing to take the chance in order to get him to stop doing what hes been doing. Hes gone as far as hacking my phone and shutting down apps. If it has anything to do with LGBTQ he goes into a tail spin.

I litterally just heard him yell "That's it!!!! I TOLD YOU TO STOP!!!"

I am sitting in a basement, in the far corner where there is no windows or doors, I cant for the life of me figure out how is sees my every move but its really very creepy, totally immature and 100% uncalled for. I have never once bothered this man, sad an ill word about him or done anything that would affect him in any way shape or form. Ive yelled back a couple times to "knock on my front door like a real man if you have a problem" but he chooses to keep his distance. I would hope that since he is a police officer, he knows he is doing something highly illegal which i can only assume is the reason why he wont do any of this to my face or where I am able to put a face with the voice. If i knew where he lived, I would have knocked on his door myself but i havent gone digging because this person seems like a loose cannon and he is probably a very shady person and quite honestly, i dont want to be the one that finds out what a crooked cop can really do to "ruin my life" but he sounds well prepared and experianced. I just thought I could get some good feedback from people here before having to do some as drastic as relocating just to get away from him. I would love to hear anyones advice or opinion as to what i should do.

It's a tricky situation. And it sucks. I live rural and maintaining peace with the neighbors matters a little more than in a city. First, and I'm sure you know this, it has nothing to do with you personally. It's an insecure man who, more than likely, is battling his own gay thoughts and needs to fight against it. He's weak.
My thinking is that if you're tight enough with one your neighbors to bring it up them, that might not be the worst call. If most are cool then that probably means they see his behavior as bullshit. Maybe one of them is a little closer to that guy and can tell him to chill. Short of that, he gets on your property then you are well within your rights to call but I have a feeling just confronting with "What's your fucking problem bud" will slow him way down. Those types of guys crumble when confronted. But trying another method first is a better call. Good luck.

@Ynotisay Thats exactly why i havent went balls to the wall and hunted this dude down because with as extreme as it has gotten, i would probably lay him out the moment i got close enough and Im not even a violent person. Im more worried about guys like that who have a little power. They could literally ruin your life with a simple lie. You know how those thin blue line guys are, they all got eachothers back even if all of them have to lie to protect one of them, even if he is in the wrong. You knw what i mean? Its dangerous. I have a 14 almost 15 year old daughter and ive recently "come all the way out". It hasnt been a good experiance, let me tell ya. Im not even out for blood or nothing like that i just want him to stop. Hes tricky tho, ive tried catching him off guard by moving my camera to a different stop in the middle of the night so he didnt see it but i still got nothing as far as footage. Ive even left windows open in the dead of winter to try and hear it quicker so i can get outside and see who/what is around. I was told that the local sheriffs department has a fleet of high tech drones that the officers are allowed to take home off duty so ive been on the look out even tho i really dont know what im looking for. lol. IDK im exhusting all efforts rather quickly tho. thats why i decided to turn here for some advice. Thanks for your opinion and advice. its much appreciated.

@Thatdudebishop222 It just sucks when one deranged, weak person has any influence over others. Are you sure he's a cop though? You said Sheriff's Dept. so maybe he's just pushing a pencil. But if do you get some video evidence I can't imagine too many departments would appreciate something like that going online, you know? Hope it works out for you man. Bad juju around the house isn't a good feeling. Just try to make him invisible. But if pushes it, especially on your property, you've got options. Good luck with it.
