When sportsmen and women have big games on its advised to refrain from s*xual activity right?

I get that Qatar is anti lgbt+ but how did they get it?
And for a period of the games are people able to not engage in public pda whilst they are there for their safety?
I'm not in support of their laws but I am in support of public safety.
And I would hate for anyone to be subjected to a hate crime or thrown in prison for being lgbt.
