I think in terms of prosecution, it's more about when it becomes a safety concern or when the stalker starts meddling, or if someone is unwilling to engage but is being persistently persuaded, or they refuse to accept rejection
However, if it's just casual observation, like "I've noticed this person at my bus stop a lot, they probably live or work around here or something"
Or if you both coincidently visit the same coffee shop every day because it just happens to be on the way to work and on the way to where ever they're going, then that might be considered a little bit of stalking, but I dunno, that just seems like a normal setting.
People naturally do that all the time without giving it second thought and just continue with the rest of their day like normal
