Can someone call the cops on someone and accuse them of doing something and then the cops keep am eye on them?
The person didnt do anything but is being watched by the cops?

The cops would need a good reason to put someone under surveillance just from a tip.
@LeopoldBloom It happens all the time, just an accusation is enough to start them watching.
