That's a tricky question....as it's possible to commit crimes and not be convicted of a crime.
I've never been convicted of a crime, but back in the '70s when I was in grad school in Missouri I was invited to another guy's dorm room. We got drunk and high on cocaine and had gay sex.
In those days, using cocaine and having gay sex were both illegal in Missouri, and had we been caught it could have resulted in at least 5 years in prison for each of them.
Having violated the criminal laws, I am technically a criminal....even though I've never been tried (let alone convicted) for my crimes.
If you have violated the criminal laws, you're technically a criminal....even if you've never been charged or convicted.
