If someone is in police custody....
And they can be released by paying a fee... they have the funds but their account is blocked... Will they be allowed to go to the bank with a police escort to sort it out?

@bijouxbroussard all I know arrested on cocaine possession but their finger prints weren't found on the packaging... apparently just have to pay a fee to get out...
