Canada introduces bill to freeze sales and imports of handguns

The Canadian government introduced a new bill today that proposes stricter laws controlling handguns just days after more than a dozen students and a teacher were gunned down in a Texas elementary school.

The proposed legislation would immediately stop the sale, transfer, and import of handguns across the country. It stops short of an outright ban on handguns but would reduce the number of them in legal circulation.

Prime Minister Justin Trudeau called the bill a “national freeze” on handgun ownership during a news conference in Ottawa just after 5 pm local time.

“Other than using firearms for sport shooting and hunting, there is no reason anyone in Canada should need guns in their everyday lives,” Trudeau said. “Canadians are united in wanting to do more to keep communities safe and prevent suicides and gender-based violence.”

“[b]This is about freedom. People should be free to go to school, the supermarket, their place of worship without fear,[/b]” Trudeau continued. “[b]Gun violence is a complex problem, but at the end of the day, the math is quite simple: [c=BF0080]the fewer guns in communities, the safer everyone will be[/c].[/b]”

Present at the announcement were survivors of several Canadian mass shootings, including Ecole Polytechnique, the Quebec Mosque shooting, the Danforth shooting, and the Portapique rampage.

Public Safety Minister Marco Mendocino called the bill the most significant action on gun violence in a generation.

The bill also includes stiffer sentences for illegally owning a gun and gives more resources to law enforcement to intercept smuggled guns. In addition, it prevents people with a prior or current restraining order from getting a firearms licence. Courts could also suspend gun licences for people deemed to pose a danger to themselves or others.

The proposed legislation needs to be approved in a vote in the House of Commons before it becomes law.

@aboveaverageaveragejoe This is absolutely not true. Just look at literally any other* first world country, where guns are tightly regulated, criminals have extreme trouble getting any guns at all, and gun crime is minimal by comparison

*assuming [i]arguendo[/i] that the USA is still a first world country, of course

The absolute truth... To buy or transfer a gun.. Now we must apply to the chief firearms officer for a PERMIT to do so.. that is after having a license and after having taken the safety course.. and this is about to get to be impossible to do for hand guns despite having an authorized restricted license to acquire them... you can not acquire them if it the supply dries up and used transfers are no longer permitted... to buy ammunition we must show our license and it is logged for inspection... Criminals do none of these things and they have no license which legal owners pay a fee to protect.. criminals have no licenses, they pay cash on the street and buy this stuff out of a smugglers trunk.. So the criminals will be the ONLY ones being able to get a hand gun... f@cking wonderful that is...

@Graylight I am a law abiding citizen, I have taken multiple gun safety courses and I am LICENSED by the RCMP and pay a fee to the Government of Canada to acquire and possess both restricted and non-restricted firearms. I am what the RCMP called a responsible gun owner.

So please tell me why I am being penalized...

Up to now I had zero intention of buying a hand gun despite me being licensed to do so.. Because of this impending legislation - I am about to go and buy one.. because if I wait, my rights under my license will be removed... so I am going to buy something I did not want and do not need because the government is introducing REALLY stupid and worse ineffectual legislation.... and there it will sit in my safe.. for no good reason..

@aboveaverageaveragejoe and the criminals are out and about on Toronto streets.. every single day.. one shooting incident after another... There is no shortage of smuggled guns and ammunition... and they are in the hands of criminals. Law abiding citizens are the victims no one speaks of.. Well guess what .. those citizens vote.

There are 2.9 million citizens of Toronto. 65 [i]shootings[/i] in Toronto this year, the crime wave rocket everyone’s talking about. In the US, there were 14,542 gun [i]deaths[/i] at the same time all of Canada experienced…277.

There is no comparison between the two nations expect to illustrate that a nation with almost as many guns but stricter regulations works better for its citizens. Your numbers say a great deal.. a fifty percent increase year over year... its not the legal law abiding gun owners who are at fault for all these weapons discharges it is entirely the result of huge number of handguns and ammunition being smuggled into Canada from the USA and the hand gun freeze on legal transfers will do NOTHING in any time frame long or short to reduce this crime wave.. It is NOT ok...

My hand gun is trigger locked, in a locked gun box and that is in a gun vault - unloaded.. It will never be fired anywhere except for a range... it is a target pistol meant for target shooting in a small calibre..

They are very VERY busy with their smuggled guns shooting people...

And Trudeau and his ministers - have hardly - by YOUR statistics been successful in curbing this criminal firearm activity - they focus on where the problem isn't instead of where it is...

This has nothing to do with lawful citizens who have complied fully with the law and regulations and have been duly vetted by the RCMP.. and licensed - responsible gun owners.. so why have the government made ALL these people into scape goats?

Every person licensed and probably their families will not be casting a vote for the Liberal Party of Canada.. ever again.. so is what the government doing fair? Right? Reasonable? Effective?

America will kill itself with guns. It already is. But in a nation where the leading cause of death to a child is by firearm and [i]it's celebrated as a right[/i], I'd expect nothing less. Long as yer rights iz freee.

@Graylight there is a world of difference between the USA and Canada in the United States firearms has looked at is a rate protected by the constitution in Canada we don’t look at it that way they are privilege and we have to earn that privilege.
We have to take a firearm safety course we have to submit an application for the license we have to be vetted with references by the Royal Canadian mounted police and if we pass muster they will issue in their discretion a license to us know such barriers to entry exist in the United States. Here there are only two allowable uses for a firearm one is target practice unarranged and the other one is hunting and hunting can only be done with long guns handguns are restricted only to range juice there is no carry permits permitted in Canada unless you need them for the cause of your employment such as a security guard . In the United States most jurisdictions allow carry permits or concealed carry permits for handguns loaded handguns also self-defence is an available use a permitted available use for a firearm in the United States it’s not legal or in any way possible to do that in 🇨🇦.
The only shootings that are taking place in Canada right now are with illegal guns that are smuggled in with ammunition from the United States there is no other source of them. In Canada law abiding licensed citizens have been turned into the scapegoats for the increase in shooting crimes that you have detailed.
