be the freedom to speak out against a political regime that you disagree with without being killed or imprisoned.
Not having freedom
Of speech applies to Any Russians Speaking out against Putin about the Ukraine war will be imprisoned for treason and disappeared.

Race related hate speech or any form
Of hate is not considered to be free speech which means the hate speaker should feel the consequences of their pathetic online rant.
