Why is it so freaking hard to agree on an age of consent across one single country?

Here in these wonderful United States, the legal age of consent varies from state to state. Here in Oregon, it's 18. Just a few short miles north in Washington, it's 16. And I've heard tell that in certain parts of the country, it's closer to 14.

Can we get our act together and agree on one thing as a country?
