Start disarming and detaining and isolating masked gunman and ununiformed agents in unmarked non government license plated vehicles, and take 72 hours to authenticate their federal credentials if any.
In the meantime, book them in the jails and put unmasked mug shots and full legal names on the jail rosters. Criminally charge them with any city or state law violations and hold without bail as a danger to public safety.
Put them in general population without protective custody but segregated from co defendants. Even if they are labled as cops.
Most people will respect such a sudden action taken. Especially if California, Oregon Minnesota Illinois Mane and New York all take the same actions at once.
