Could disruption of cell service and/or electricity be considered a war crime?

Specifically in Gaza Palestine Israel the ability of humans in that area to utilize their technologies (communications devices) to document and disseminate what’s going on there. Where silencing journalism is often considered illegal I’d expect cutting off civilian communication ought to be illegal too.
