The GTC was a disaster since day one of the program. Unfortunately, its use was required and AFAIK you could not opt out.

That program compromised my PPI at least five times over my career. Each time the Army (the Army administered the program across all branches) sent me the same pompous & condescending letter saying how they take their responsibilities so seriously.
