Trump should have a massive recruitment drive for DEA agents, get Congress to allocate billions of taxpayer dollars for the department, start performing raids in places that didn't vote for him, harass, detain, and arrest anybody that looks like they smoke weed (chicks with colorful hair, dudes with ponytails, minorities, anyone in tie-dye) and throw them all into detention centers surrounded by various apex predators, preferably with lasers strapped to their heads
