Law and Order, except for honesty crimes is more like it. Skipping pardoning for friends and profit (political and monetary), the overwhelming emphasis from a law and order point of view seems to be going light on or encouraging dishonesty, bribery, etc., and being tough on low level criminals, immigrants, and those who can't afford to pay protection.
