Why didn't outlawing war work? Why was the UN charter ineffective?

Because the UN was create at the behest of the US, and thus the US has universal veto power. Simply, if the US doesn't want it, it doesn't happen. And yknow, we get off on war.

@IllThinkOfSomething Not just the U.S. Five Countries were given permanent seats on the Security Council with veto power, including the two principals in the Cold War. A recipe for failure.
