Law and peace

When I lived in California I was taught that the right thing to do was call the authorities and to press charges. Here everyone tells me that pressing charges and getting the authorities is wrong. That what I need to do is kill. I'm told that pressing charges is cruel and not peaceful. As a former pacifist and a student of law who wants to adhier to the law. The state I'm in is backwards and doesn't want peace.
