Im (rank/title) (First and last name) with (Name of law enforcement organization) the reasons why im stopping you is (legitimate legal reason for stop?)

that is what officers are legally obligated to state before asking for any identification or continuing any further questions or detention when stopping someone.

@Doomflower the only way to do that is mandatory local jail general inmate population without protective custody even if there is a high chance of them getting murdered by inmates.

Sex offenders get shanked all the time behind bars too. And looking at bad cops as any different is condoning misconduct and supporting their privilege that they are supposed to have automatically lost.
