Which one is correct?

1. "How has money changed in the past 20 years?", this article is great.

or

2. "How has money changed in the past 20 years?," this article is great.

Please explain which one is correct and why

1. The way I was taught, these are 2 sentences and should be separated by a period - not by a comma.

2. The way I was taught, the comma goes inside the quotation marks.

3. Nobody cares any more.

4. Finally I try not to care either. Punctuation should clarify. All else is unimportant.
