Which one is correct?

1. "How has money changed in the past 20 years?", this article is great.

or

2. "How has money changed in the past 20 years?," this article is great.

Please explain which one is correct and why

I would not put the comma within the quote as it is not a part of the title.

I would also probably use a semicolon or an em-dash instead of a comma here, though (depending on the rest of the sentence's structure; this is obviously not a complete sentence).
